Job Details

Hourly Rate: $26.00 - $42.13. The base salary range represents a good faith salary range for this position and is eligible for annual incentive pay with opportunities for continued salary growth.

Primary Role

Coordinates, inspects, and assists with the construction of new water treatment plants and distribution systems, as well as wastewater treatment plants and sewer collection system components, in accordance with approved construction and engineering specifications, policies, and practices of the Company. Utilizes expertise in construction field management, quality assurance, quality control, and report documentation. Serves as primary field contact between the Construction Manager and General Contractors for water and wastewater utilities.

Key Accountabilities


  • Performs field inspections of the construction and maintenance of water distribution systems and sewer collection facilities, approving construction of earthwork, concrete, piping, painting, mechanical and electrical facilities, and instrumentation.
  • Interprets, implements, and enforces contract documents and specifications; communicates deficiencies to proper persons.
  • Utilizes testing procedures, inspection protocols, and construction inspection techniques to perform QA/QC functions, recognizing possible conflicts with underground facilities and utilities.
  • Works with contractors to schedule utility outages per AW contract terms and customer requirements; coordinates and approves contractors activities.
  • Participates in construction meetings and provides information on schedule compliance, change orders, and coordination between Construction Manager, engineering personnel, and outside construction firms.
  • Reviews contractors safety program and enforces compliance with safety regulations, following Company safety policies and wearing proper personal protective equipment.
  • Compiles information and prepares construction reports and reviews as-built drawings; assists in obtaining, preparing, and maintaining reports, permits, maps, charts, or records related to construction.
  • Performs other related functions as assigned or as management directs.


Knowledge/Skills
  • Experience with construction inspections of water and wastewater facilities or large infrastructure projects.
  • Ability to solve practical problems with limited standardization, interpreting written, oral, diagram, or schedule instructions.
  • Skill in reading and interpreting construction drawings, plans, specifications, and contract documents; applying material testing procedures.
  • Ability to prepare, organize, and maintain inspection field and office data, reports, and systems.
  • Mathematical proficiency in addition, subtraction, multiplication, division, measurement conversions, algebra, geometry, and interpretation of engineering scales.
  • Effective communication of complex technical information, orally and in writing, to contractors, employees, consultants, and agency representatives.
  • Basic understanding of civil engineering principles, practices, and methods applicable to water and wastewater facilities.
  • Knowledge of laws, standards, and regulations relating to construction, inspection, and safety.
  • Broad knowledge of water distribution and wastewater collection systems, including construction, maintenance, testing, and disinfection.
  • Working knowledge of engineering drawings, cut sheets, and stake-outs.


Experience/Education
  • Required: High School Diploma or GED with five (5) years experience in water/wastewater distribution and construction of water distribution systems.
  • Inspection experience in the water and wastewater industry. Minimum of 5 years.


Certifications/Licenses
  • Preferred: Industry?related certifications, technical associates degree, or bachelors degree in Civil Engineering or related field.
  • Valid motor vehicle operators license with an acceptable driving record.


Work Environment
  • 20% Office; 80% Field
  • Regularly works in outdoor weather conditions; frequently near moving mechanical parts and exposed to extreme heat/cold, wet/humid conditions, fumes, or airborne particles; noise level usually loud.
  • Requires the ability to pass a Department of Defense background check for access to the military installation.
